The gray card, also called registration certificate, acts as an identity card for a vehicle in circulation. The procedure for its development as well as its cost have undergone several modifications in recent years. Discover in this article a point of the important changes to be expected with regard to this document in 2022.

The possibility of paying for the gray card in several instalments

After the acquisition of a new or used vehicle, one of the essential steps is the establishment of its gray card. In the case of a new car or one never registered in France, you must apply for a new gray card. If it’s a used car that already has a registration certificate, you should change the owner’s name on the document instead.

These procedures are now simplified, as it is possible to apply for a car registration document online with an online procedure professional or on the ANTS website. For some time, and especially in 2022, you can also pay in 2, 3 or 4 times the amount of the establishment of the gray card of your vehicle. The terms of payment are indeed reviewed and more secure. It is even possible to receive the gray card without having reimbursed the full price defined.

Change to be expected in 2022: the increase in the tax horse rate in certain regions

In 2022, it is necessary to plan a little more euros than usual with regard to the price of the tax horse when you live in certain French administrative regions. These are in particular the Great East and Brittany. During the vote on their operating budget for the year 2022, the two regional councils indeed voted a decision to increase this indirect taxation linked to the gray card.

It was then decided in the Grand Est region to add €6 to the tax horse rate applied during the year 2021. To apply for a gray card by internet from this region you will therefore have to pay €48 in 2022 and not €42 as was the case the previous year. This increase of nearly 15% is likely to increase the total cost of your gray card if you are in the former Champagne Ardennes region, in Metz, or in Nancy for example.

As far as the Brittany region is concerned, the increase in the tax horse rate is 0.69% in 2022. The latter goes from €51 in 2021 to €51.35. This decision taken by the regional council on December 17, 2021 now makes Brittany the most expensive region in terms of tax horsepower, ahead of the PACA region, whose price has been €51.20 since 2010.

Changes concerning the gray card: the lowering of the threshold of the ecological penalty in 2022

The ecological penalty or eco-tax applied to the price of the gray card of vehicles with high CO2 emissions will be modified in 2022. The 2021 finance bill has in fact tightened the measures by lowering the threshold for triggering this eco-tax. The government’s objective is to penalize the purchase of polluting vehicles, whether new or used, but never registered in France, and to encourage the purchase of clean vehicles in order to limit global warming.

The CO2 emissions threshold for the application of the ecological penalty thus goes from 133 g/km in 2021 to 128 g/km in 2022. If your vehicle therefore emits 128 g of CO2 per kilometer, you will have to pay an environmental tax of €50 for the establishment of its gray card. Still according to the new deal, for example, it is necessary to provide 75 € for a car whose CO2 rate is 129 g/km, 100 € for a rate of 130 g/km, 125 € for 131 g/km of CO2, etc. .

the maximum price of the penalty increases from €30,000 in 2021 to €40,000 in 2022. This is the amount that will have to be paid this year by any owner whose vehicle emits 224 g of CO2 per kilometer or more.

A new penalty on the weight of heavy vehicles

Another change to be expected if you wish to have a gray card established in 2022 is the new weight penalty introduced by the 2021 finance law. It is an extension of the citizens’ climate convention and concerns above all new private vehicles weighing more than 1800 kg.

According to the new rule, each kilogram unit above this weight will be taxed with an increase on the total cost of the gray card at the rate of €10 per additional kilogram. For example, if your Sedan, SUV or family car weighs 1845 kg when empty, you must pay a weight penalty of €450 for the establishment of its gray card.

To limit the impact of the measure, the government has however provided that this penalty will be combined with the others, and especially with the ecological penalty. According to his decision, the sum of the two penalties will not exceed the maximum amount set for the ecotaxi.e. 40,000 in 2022. These changes concerning the gray card may even undergo further modifications in the years to come.
