Like every year, the FGAO (Compulsory Insurance Guarantee Fund) unveils its annual barometer, taking stock of road non-insurance in France. The goal ? Have a better overview of the situation, while raising awareness among the general public of the dangers of this practice, which is however widespread throughout the country. If the exact number of conductors traveling without assurance is not known, the FGAO underlines in its report to have compensated more than 27,332 victims last year, for a total amount of 106.3 million euros. As a reminder, this organization is responsible for taking care of all victims of accidents having been caused by an unidentified third party or in default of insurance. While the number of claims fell by 14.4% in 2020, due in particular to the drop in road traffic due to lockdowns, the trend of traffic without insurance continues to increase.
While most of the FGAO’s interventions concern drivers without insurance, hit and run offenses are also numerous, and even tend to be more and more frequent, caused mostly by a lack of coverage by the perpetrator. Since 2010, this type of practice has increased by 34%, and represented more than 22 million euros in compensation to victims last year. As the report points out, 80% of uninsured drivers are men, while those aged 26 to 35 are the most affected. This is mainly due to financial reasons, as the youngest are also those who have to pay the most to be covered. In addition, the unemployed are the most represented, followed by workers and middle managers and employees. Without forgetting anything, the financial aspect undoubtedly plays a determining role in this situation, whereas many motorists do not have the means to take out car insurance.
Which departments are the most affected?
If driving without insurance is a scourge present throughout the territory, some departments are however more affected than others. This is particularly the case of Seine-Saint-Denis, which represents 15.3% of compensation from the FGAO. This is then followed by the Val de Marne (8.1%) then by Paris (6.5%), Bouches-du-Rhône (6.2%) and Val-d’Oise (7%). On average, 2.8 accidents per 10,000 vehicles are caused by uninsured persons in France, according to the guarantee fund. It should be noted that drivers driving without coverage tend to accumulate offenses, since 26% of them did not have their license at the time of the accident and 18% were positive for the blood alcohol test. Light vehicles are the most affected, followed by two-wheelers and utility vehicles, while most accidents occur on municipal roads, according to the report. Motorways, on the other hand, seem safer, since they are the scene of only 5.7% of accidents.
