New movement certificate: where to find it? What rules?

We are not (yet) done with the attestation. This Monday, May 3, traffic restrictions are changing. It is now possible to leave your home without proof during the day and go wherever you want.

However, between 7 p.m. and 6 a.m., the curfew remains in effect. Result: the exceptional travel certificate – it is its nickname indicated in the decree of October 29, 2020 – remains necessary if you wish to leave your home in the evening and at night.

Where to find it?

As always, sesame is available on the official website of the Ministry of the Interior. The document is presented in digital format for the telephone, generating a QRCode readable by police and gendarme devices. It is also available in .docx, .pdf or .txt printable versions. As before, you will find the proof of professional and school trip in the same place.

Remember also that a handwritten certificate (copying the terms used) is valid in the eyes of the police. Likewise, the Council of State recently indicated that the certificate had no more legal value than an administrative summons, or a document proving that you have an appointment with a doctor.

What rules?

From Monday May 3, you can again move freely more than 10 kilometers from your home or between the different regions of France. On the other hand, the curfew remains in effect between 7 p.m. and 6 a.m. : It is forbidden to leave your home without a certificate justifying one of the following reasons.

What reasons are valid in the evening and at night?

Here is the list of non-conforming grounds present on the certificate, allowing travel between 7 p.m. and 6 a.m.:

  • Professional activity, education and training, general interest mission
  • Health (consultation and care)
  • Compelling family reason, assistance to vulnerable people, childcare, disability situation
  • Judicial or administrative summons, procedures that cannot be carried out remotely
  • Travel related to transfers or transits from stations or airports as part of long-distance journeys
  • Pets (within a radius of 1 km around the home)

What fine?

Driving without justification during curfew hours exposes you to a fixed fine of 135 euros. In the event of a recurrence, you risk prison sentence of 6 months and a fine of 3,750 euros.
