The association 40 Millions d’Automobilistes is working on a new bill to make low emission zones (ZFE) less restrictive.
For several years, the association 40 Millions d’Automobilistes has been campaigning against low emission zones. A bill should be submitted soon to the deputies of the National Assembly. The goal is to make these less restrictive. Pierre Chasseray, spokesperson for the association, details this text:
“With my team, we are in the process of drafting a bill which is the right one, which is the right one. “What we are proposing is to make a bad law a very good law. We said to ourselves that we were going to keep the ZFE, that we were going to keep the perimeter (metropolises of more than 150,000 inhabitants). We’re just going to add an amendment. We are going to amend this law. »
“Vehicles targeted by the ZFE (Crit’Air 3, 4, 5 and beyond) will be able to benefit from a derogatory and annual permit, provided that they pass an environmental compliance check. This control will be done in the technical control centers, which are delegations of public services, therefore the State. Along with fine particulate emissions, five gases control, which includes nitrogen oxides. It will make it possible to obtain an annual environmental compliance badge and will extend the life of the vehicle by one year. Ditto, the year after, with the technical control. »
“Not having to invest in a new or nearly new vehicle”
With this, Pierre Chasseray wishes avoid the purchase of a new vehicle for many motorists, affected by EPZs. It also details the one-year waiver limit:
“It is estimated that a vehicle is dirty in a mainly urban use around 15,000 kilometers. That’s good, that’s what we do on an annual basis. And in terms of cost, it would make it possible not to have to invest in a new vehicle, or almost, not to throw away the old car. And every other year, we would only pass the environmental compliance certificate. Which will cost maybe 30 euros. »
“It keeps the car fleet going, it allows young people to be able to buy a car to practice (…) it saves 20,000 euros. The National Assembly did not reject the ZFE text. But it didn’t go far. If we water down the text a little, we can win. So, the National Assembly, we are going to go there, we are going to go there in the coming days, with this proposal. »
Remember that Low Emission Zones have been set up in agglomerations of more than 150,000 inhabitants. What will concern 45 areas in France by 2025. Their aim is to restrict traffic to the oldest vehicles deemed to be the most polluting, in order to improve air quality.
A bill aimed purely and simply at eliminate the establishment of these perimeters was presented by the Rassemblement National on January 12. She did not, however, not passed, by 104 votes to 90.
