While the Toulon low emission zone (ZFE) should come into force in April 2023, the opposition, from the left to the far right, criticizes the implementation of this measure.

“You have expressed the wish for its postponement, which allows us to have a short reprieve. While adaptation to the climate challenge is important, technical analyzes must take into account the reality on the ground. If a ZFE appears on our metropolitan territory, it will impact our municipality. However, the constraints that will be those of the inhabitants are so much greater than the marginal benefit that this area will provide. »
“Our wish is to initiate a great discussion. What perimeter? What type of vehicle? What can the state do to improve the situation? We ask you to engage in extensive consultation, including with the local population. »
The left asks for more substantial aid against the Toulon ZFE
Left-wing elected officials are not opposed to the establishment of the Toulon ZFE. André de Ubeda (municipal councilor, Toulon in common) thus recognizes “a matter of public health”. Anticipating the heavy impact this will have, his group nevertheless pleads for an increase in aid :
He proposes “additional aid from the Métropole and extending financial aid to used cars. The most important thing, in our view, is to apply a global strategy that we must have. We advocate public consultation. »
The mayor aware of the difficulties linked to this low-emission zone
The low emission zone could exclude and affect no less than 56,000 people. The mayor, Hubert Falco, is of course aware of this. While he does not question the ZFE, he wants make it as less penalizing as possible :
“I assume the reality on the ground. The ZFE is a law and we will enforce it. My role, as a manager, is to listen and try to find solutions. Regarding the calendar, I have no deadline. I work with the prefect to define a perimeter that will be the least restrictive possible. »
“Even with a subsidy of 5,000 euros, a craftsman will not be able to buy a car that meets the criteria at this price. So I repeat: it is a law with strong exclusion! »
“The idea will be to find how to avoid penalizing the greatest number of citizens. When the law is applied, of course, we will also try to find solutions. »
The Toulon ZFE should be set up next April. Remember that Low Emission Zones have been set up in agglomerations of more than 150,000 inhabitants. What will concern 45 areas in France by 2025. Their aim is to restrict traffic to vehicles considered to be the most polluting, in order to improve air quality.
