At the start of the year, the Minister of Ecological Transition and Territorial Cohesion of France Christophe Béchu asked the mayor of Toulouse Jean-Luc Moudenc as well as the vice-president of the Eurométropole of Strasbourg Anne-Marie Jean to produce a report on the acceptability of low-emission mobility zones (ZFE-m). Report which had led, paradoxically for the last city (not for the first which went backwards), to a strengthening of anti-pollution measures in the metropolis that it co-manages, rules which should not make the unanimity. Because yes, Strasbourg is one of the 5 metropolises which will have to come down harder on motorists. And in this area, Strasbourg will, for example, be stronger than Lyon, which we spoke to you about recently.
One year ahead of schedule imposed by the government
This is because the Crit’Air 3 models will be banned from January 1, 2024. Well, it’s more complicated than that. This ban will only be for educational purposes. The police cannot penalize you if you drive a prohibited vehicle, in this case, Euro 2 and 3 gasoline cars registered between January 1, 1997 and December 31, 2005 and Euro 4 diesel cars sold between January 1, 2006 and December 31, 2010.
On the other hand, if there is one category of vehicles which could be sanctioned by the authorities on January 1, 2024 and which was not previously, it is Crit’Air 4 vehicles, that is to say all diesels registered between January 1, 2001 and December 31, 2005. As a reminder, the fine amounts to €68. Naturally, unclassified models and Crit’Air 5 are still affected by this ban. Please note that it is valid 7 days a week and 24 hours a day.
Next steps
On the metropolis website, we can read that the ban on Crit’Air 2 models still seems to be in place… while the metropolis is not required to go further than the Crit’Air 3. No fear, however, at least for the moment. Because if this were still the case, the Crit’Air 2 would only be effectively banned from the city center by 2028. Between January 1, 2025 and this later date, the ban would only be educational. In addition, only the cities of Strasbourg, Schiltigheim, Ostwald and Holtzheim have already decided to exclude them. It is therefore part of the perimeter of the ZFE which would be affected.
